Rock Announces $80,000 State Grant to Extend Public Sewer Service in Quincy Township

State Representative Todd Rock (R-Franklin) announced today that the Quincy Sewer Authority will receive an $80,000 Department of Environmental Protection (DEP) Safe Water Appropriation grant to extend the public sewer lines along Stamey Hill Road. 
 
“After the Quincy Township Supervisors came to me with this urgent request, I quickly set up a meeting with the leaders in Harrisburg overseeing this grant program and requested their support,” said Rock. “They agreed with me and as a result I am happy to announce the award of this 80,000 dollar grant. This grant is especially important for Quincy Township since they do not have the same tax base that larger townships have.
 
“Outside of raising necessary revenue through rate increases, grant funding and low-interest loans are sometimes the only alternatives for local water and sewer systems to improve or expand their level of service of providing and maintaining a clean and safe water supply.  Fortunately, this state funding will help ease the burden on local residents, especially senior citizens and working families,” added Rock.  
 
In August 2003, the Quincy Sewer Authority completed construction of a waste water treatment plant and 21 miles of main sewer lines in the eastern sector of Quincy Township to provide service to more than 1,000 residential, commercial, and public facilities for a total cost of $11 million.   In 2006, the authority installed another 1.75 miles of main sewer lines to add another 15 connections. Adjoining this new extension is Stamey Hill Road where several residences with on-lot sewage systems have recently experienced problems with their septic systems near an area which drains naturally toward the West Branch of Antietam Creek. 
 
“With a projected future addition of 500 new sewer connections over the next decade and the huge debt service incurred during the initial startup phase, the Quincy Sewer Authority was simply in no position to secure a loan to acquire the additional $80,000 necessary to complete this $150,500 project,” said Rock.   “Obtaining this funding is a fine example of state and local governments working together to build better, stronger communities for all of us.”         
 
Construction on the Stamey Hill Road sewer connection project is expected to be completed over the next several weeks.
